Here, ‘secularism’ does not refer to a real or perceived anti-religious sentiment pushing for a society in which religion and faith no longer play any role in public life. Rather, it is the affirmation that for the common good it is best if the government is religiously neutral and not in support of any particular confessional statements.
Believing in this type a secular government has nothing to do with lack of belief or trust in God. Rather, it has to do with a lack of belief or trust in those who claim to represent Him and His interests.
